When I hover the place where the skill orb is having the skill screen overlaying it, the information pop-up is shown nevertheless.
Using screen resolution 640 x 480.

Does this hover thing only occur with it is over the "skill orb" and not over anything else, like the weapon orb?
I suspect this looks like it is resolution-dependent issue -- at higher resolutions this is proper.

Seems to happen with other HUD elements, too, such as the heat bar or the XP bar.
