What ever we do, it should be consistent between different ways of input.

Being able to CLOSE the skills (and others) menu is probably desired, as emergency shutdown can kick in at any time by itself. But probably not open them.

Switching program while frozen... I'm ambivalent about. Logically no, but for playability probably yes.

This is nowhere near the stated priority level. Lowering to something reasonable.

Currently (0.17+git) said inconsistencies are not present anymore, closing the
ticket.
If you believe this is incorrect, by all means reopen this ticket.

Note: If you believe the current behavior is incorrect (eg. opening menus while
paralyzed) do not reopen this ticket - open another one with "idea" priority.
