Currently, Tux can't buy any ranged weapon before he become a red guard member.
I think it's bad. Even Tux can become Red Guard member fast, I think people want
play ranged fighter should be able to have ranged weapon as soon as the game
beginning. And get ranged weapon drop need to be lucky. 

The solution is to add ranged weapons which aren't really gun and could be sold
by Mrs Stone.

By example:
- Nail gun (Nail pistol)
- Taser
- Flare gun
- Mining laser
- Plasma vaporiser (like 139 weapon)
- Acid thrower
- Speargun
- Crossbow

"Well, guns are illegal for civilians to possess, but please have a look at my 
selection of fine plasma vaporizers! For construction, of course."

Does Stone quest shotgun (for 2000 circuits) qualify?

Could also make one of the chests in the buildings north from spawn drop a .22 rifle and some (lets say 100) ammo until the player can complete Stone's quest and buy more. Should be fairly easy to do. Or maybe have the cryofacilities manager give one to the player.
