Title is descriptive, all npcs should 
react to HF collapse, even if their 
reaction is merely ignoring it.

Some NPCs were left out (including some MS terminals) - but you should still get 
the feeling of what you did, in all aspects: the grandiosity for people you've 
saved, the paranoia and fear, and even the external threats you have not yet 
resolved, eg. Duncan vs Koan.

Some NPCs like Chandra were always minding their own business and will continue 
doing so.

Marking issue as resolved. Please re-open or create a patch if you disagree with 
some approach from that commit and previous ones.
