When you try to display a 'watchers' list, a traceback crash is generated.

Half-fixed: you still can't display the watchers list because regular users
don't (yet) have the permission to list other usernames.
As it stands however I am undecided whether we want to use the watchers list at
all. I guess it can be useful for people who do not wish to subscribe to
freedroid-bugs@.

It is now possible to add someone to the watcher list, not just oneself.
